He held many prestigious positions and dedicated himself towards the benefit of the people. With his uncouth manners and aggressive personality, he was a favourite among his peers. He is also well-known for delivering the second and the seventh longest filibusters in the history of US Senate. He delayed voting on a military bill by conducting a filibuster for twenty three long hours in 1986. He was believed to be reading the Washington DC phonebook during the filibuster. He sang South of the border during a fifteen hour long filibuster he presented in 1992. Through this filibuster he protested against a bill which would have resulted in loss of jobs for more than 700 people working in a typewriter plant in New York. An offshoot of the Republican Party, he upheld he conservative agenda of the party, but was also seen flaunting a liberal view on many occasions.
